Justin Phillips, LMFT, MAC
Options’ Executive Director

Justin Phillips is directly involved with criminal justice programs and fund development, and directly supervises senior staff. Prior to being selected Executive Director by the Options Board of Directors in November 2020, Justin served as Options’ Chief Operations Officer, overseeing agency-wide operations. Justin has held senior leadership positions in Alameda, San Mateo, and Santa Clara Counties for over 14 years, directing and developing large substance use disorder and behavioral health treatment programs. He played a critical role in developing and overseeing Alameda County’s first substance use detoxification and crisis center which now services over 10,000 people annually. He has held senior leadership roles with multiple non-profit agencies, directing housing and homeless programs, crisis mental health centers, and mobile crisis teams. Justin holds a master’s degree in Counseling Psychology and a bachelor’s degree in Human Services. He is clinically licensed by the California Board of Behavioral Sciences as a Marriage and Family Therapist (LMFT) and is Certified as a Master Addiction Counselor by the National Association of Alcohol and Drug Counselors (NAADAC). He also serves as the Board President of The Addiction Professionals Association of California (APAC). Justin is a decorated military combat veteran honorably discharged in 2002. He has three children and resides in Alameda County. Justin is dedicated to providing wide-reaching, effective, and measurable services to the most underserved populations.

Suzoni Camp, MHA
Options’ Chief of Operations

Suzoni Camp oversees treatment programs, administration, human resources, and medical support. Suzoni has worked at Options for 20 years, serving in a multitude of ways. Early on she provided direct services including case management and specialized in community outreach and crisis interventions. She has served the last 13 years in a management role helping Options to expand into the Oakland and San Leandro areas, leading pilot programs, and rolling out new mandates. Suzoni has also works for the University of California, providing program reviews and feedback for Departments of Health Care Services across California.
Suzoni holds a Master’s Degree in Healthcare Administration and is certified as a Substance Use Disorder Specialist. She is a member of the National Association of Alcohol and Drug Counselors (NAADAC). Suzoni has done volunteer work for the City of Berkeley and is on the Board of Directors for the Berkeley Food and Housing Program.
Nominated by Options’ founder Dr. Davida Coady for her commitment to Options and to the homeless and struggling members of the Berkeley community, Suzoni was recognized as an Outstanding Woman of Berkeley. Suzoni also has a special interest and passion for making sure rural and underserved communities and their members are not overlooked and that they will always have a place to access treatment.

Mike Thomas, LCSW
Options’ Senior Director of Programs

Mike Thomas oversees community outreach programs, housing, and special projects. Mike has been a dedicated leader in the helping/behavioral health professions for over 11 years and has held many positions with Options, including Men’s Program Coordinator, Admissions Director, Director of Special Projects, and Senior Director of Programs. He has been instrumental in developing many programs at Options including the West Oakland treatment clinic and the Santa Rita Jail substance abuse program.
Mike began his career working for the Men and Women of Valor as an outreach specialist focusing on at-risk youth and gang prevention. He has witnessed firsthand the devastation drugs and violence have played and has both professional and lived experience. Understanding the great need for substance abuse treatment, he went to school to become a substance abuse counselor and began his career with Options Recovery services as a substance abuse counselor. Simultaneously, Mike continued his education earning both his bachelor’s and master’s degree in Social Work.
Mike left Options to become the Executive Director at Alhambra Valley Retreat, a Kaiser-affiliated residential treatment program in Martinez, CA. While at Alhambra Valley Retreat, Mike led the program to a 3-year Commission on Accreditation of Residential Facilities (CARF) accreditation and oversaw the program’s expansion. Mike returned to Options to become the Director of Special Projects and was promoted to Senior Director of Programs as part of the current executive team. Mike is a third-generation Berkeley native and cares about his community and those that live in it. As a proven leader, Mike brings his expertise to help tackle the big issues in Berkeley as well as the greater Bay Area.
